2026年淮北师范大学公开招聘高层次海内外人才66名公告
根据《事业单位人事管理条例》《安徽省事业单位公开招聘人员暂行办法》等有关规定，现就我校2026年度公开招聘高层次人才有关事项公告如下：
一、学校简介UniversityIntroduction
淮北师范大学是安徽省属重点综合性大学，坐落于全国文明城市、国家园林城市——安徽省淮北市，毗邻徐州，交通便捷。学校1974年建校，时为安徽师范大学淮北分校。1978年12月定名为淮北煤炭师范学院，面向全国招生。1998年9月实行“中央与地方共建，以安徽省管理为主”的管理体制。2010年3月更名为淮北师范大学。2003年获得硕士学位授予权，2009年增列为省级立项建设博士研究生培养单位和博士后培养单位。
学校有相山、滨湖两个校区，占地面积2400余亩。校园依山而建，自然环境优美，人文气息浓厚，先后被评为“安徽省园林式单位”“全国绿化模范单位”。学校配套建有享誉淮北的附属幼儿园、小学和省级示范高中等优质教育资源。现有17个学院，60个本科招生专业，17个一级学科硕士学位授权点、14个硕士专业学位授权点，拥有教育部重点实验室1个，3个学科进入ESI全球前1%。
学校拥有国家级一流本科专业建设点11个，一流课程4门;省级一流本科专业建设点13个，省级各类课程173门次;建有省级以上科研平台23个，涵盖安徽省重点实验室、省工程研究中心、省协同创新中心、省级人文社科重点研究基地及省级智库等多个高水平科研载体。其中，安徽省重点培育智库“安徽省大运河文化研究中心”获省委宣传部批复立项，安徽文献整理与研究中心获批“安徽省铸牢中华民族共同体意识研究基地”。

五、招聘条件RecruitmentRequirements
招聘对象为符合招聘岗位条件的人员，且必须符合以下条件：
(一)基本条件BasicQualifications
1.具有中华人民共和国国籍;
2.拥护中华人民共和国宪法，拥护中国共产党领导和社会主义制度;
3.遵守教师职业道德规范，具有良好的政治素质和道德品行;
4.具有岗位所需的专业知识、业务能力或技能条件;
5.具有正常履行职责的身体条件和心理素质;
6.具有博士研究生学历及学位;
7.具备岗位所需的其他条件。
(二)年龄要求AgeRequirements
应聘人员年龄须在40周岁及以下，即1986年1月1日(含)后出生(其他涉及年龄计算的以此类推)。具备副高级专业技术职称人员年龄可放宽至45周岁;具备正高级专业技术职称人员年龄可放宽至50周岁。
(三)不得报考情形Ineligibility
有下列情形之一的人员，不得报考：
1.现役军人;
1.Active-dutymilitarypersonnel;
2.在读的全日制普通高校非应届毕业生;
3.在各级公务员招录和事业单位公开招聘考试中被认定有严重违纪违规行为尚在禁考期内的人员;
4.因犯罪受过刑事处罚的人员，被开除中国共产党党籍的人员，被开除公职的人员，正在接受司法调查尚未做出结论的人员，受到党纪政务处分期限未满或正在接受纪律审查的人员;
5.按照国家、省有关规定，尚在最低服务年限内的机关、事业单位正式在编工作人员;
6.法律法规规定不得参加报考或聘用为事业单位工作人员的其他情形人员。
(四)回避要求RecusalRequirement
招聘对象不得报考聘用后即构成《事业单位人事管理回避规定》第六条所列情形的岗位。
六、报名和资格审查ApplicationandQualificationVerification
(一)报名Application
报名采用网上报名的方式进行。报名网站为：http://hr.chnu.edu.cn:8080/zp.html#/
应聘报名截止时间为2026年12月31日，招满为止。应聘人员可登录网址进行账号注册、应聘报名并将详细准确的报名材料作为简历附件上传，同时也可向各岗位联系人咨询应聘事宜。
(二)资格审查QualificationVerification
收到简历后，人事处牵头、相关单位配合，及时对应聘人员材料进行资格审查，对符合需求的应聘人员邀请其来校参加考核。审查结果可登录报名系统查看(审查未通过者，学校不再逐一通知)。
参加考核人员，须提供以下材料原件：有效居民身份证、应聘岗位要求的学历学位证书(或相关证明)、发表的论文及其他科研成果证明、学习成绩单、获奖荣誉证书等相关材料。其中，属机关、事业单位在编正式工作人员须按照人事管理权限提供所在单位(主管部门)同意报考的证明材料。
学校在专业测试前对应聘者进行心理健康测量，测量结果仅作为参考，不计入总成绩、不对外公布。
资格审查贯穿公开招聘全过程，凡弄虚作假通过资格审查，其实际情况与报考条件规定不符的，一经查实，即取消专业测试、聘用等资格。
七、专业测试ProfessionalAssessment
(一)专业测试方式AssessmentMethods
专业测试包括面试、试讲和学术成果评价。通过资格审查的应聘人员进入专业测试环节，具体内容和要求如下：
1.面试：重点考察应聘人员的专业基础知识、个人特长、表达沟通及实际应变能力等综合素质。
2.试讲：重点考察应聘人员实现教学目的、掌握教学内容、运用教学方法的能力及教学效果等教学基本功。
3.学术成果评价：重点考察应聘人员的学术水平和科研潜力。
(二)考官组成ExaminerPanel
专业测试工作由各用人单位和人事处共同组织实施，成立由七名专家组成的考官组，其中外聘考官数量须占考官组人数的一半以上。
(三)成绩合成ScoringCriteria
考核总成绩按百分制计算，其中面试占30%、试讲占30%、学术成果评价占40%。总分100分，考核成绩低于70分者不得进入体检考察环节。考核结束后，按1:1比例等额确定进入体检、考察对象。
八、体检考察PhysicalExaminationandBackgroundCheck
体检工作按照人力资源社会保障部、国家卫生计生委、国家公务员局《关于修订〈公务员录用体检通用标准(试行)〉及〈公务员录用体检操作手册(试行)〉有关内容的通知》(人社部发〔2016〕140号)、《关于调整公务员录用体检有关项目检查标准的通知》(组厅字〔2025〕28号)和《关于进一步规范全省事业单位公开招聘人员体检工作的通知》(皖人社秘〔2013〕208号)等有关规定执行。体检统一使用《安徽省事业单位公开招聘人员体检表》，体检不合格者不予聘用。
考察工作突出政治标准，全面考察拟聘用人员的政治素质、道德品行、能力素质、遵纪守法、廉洁自律、心理健康、岗位匹配度等情况，核实报考资格、材料真实性及报考回避情形。
根据《关于加快推进失信被执行人信用监督、警示和惩戒机制建设的实施意见》(皖办发〔2017〕24号)文件精神，考察结束时考察对象仍属于失信被执行人的，考察结论为不合格。
九、拟聘公示Pre-employmentPublicAnnouncement
对体检、考察均合格的拟聘用人员名单，在学校官方网站公示5个工作日。
十、签约聘用ContractSigningandEmployment
经公示无异议或公示结果不影响聘用的，学校按规定报送安徽省人力资源和社会保障厅办理聘用手续。对违反招聘规定或未能在2026年12月31日前取得岗位要求学历、学位证书的人员，取消聘用资格。
根据《事业单位人事管理条例》，学校与受聘人员签订事业单位聘用合同，确立人事关系。新进人员实行试用期制度，试用期包含在聘用合同期限内。试用期满考核合格的，予以正式聘用;不合格的，取消聘用。
十一、有关事宜SupplementaryProvisions

一、学校简介UniversityIntroduction
HuaibeiNormalUniversityisakeyprovincialcomprehensiveuniversitybasedinHuaibei,AnhuiProvince—aNationalCivilizedCityandNationalGardenCityadjacenttoXuzhouwithconvenienttransportation.
Foundedin1974astheHuaibeiBranchofAnhuiNormalUniversity,theuniversitywasrenamedHuaibeiCoalIndustryTeachersCollegeinDecember1978withtheapprovaloftheStateCouncil.UndertheformerMinistryofCoalIndustry,itbeganenrollingstudentsnationwide.InSeptember1998,itadoptedamanagementsystemof“co-constructionbythecentralandlocalgovernments,withAnhuiProvinceastheprincipaladministrator”.InMarch2010,itwasrenamedHuaibeiNormalUniversitywiththeapprovaloftheMinistryofEducation.Itwasaccreditedtoconfermaster’sdegreesin2003.In2009,itwasapprovedasaprovincial-leveldoctoralandpostdoctoraltraininginstitution.

5.Formalstaffofstateorgansandpublicinstitutionswhoarestillwithintheminimumserviceperiodinaccordancewithrelevantnationalandprovincialregulations;
6.Otherpersonnelwhoareprohibitedfromapplyingfororbeingemployedaspublicinstitutionstaffbylawsandregulations.

CandidatesattendingtheassessmentshallpresentoriginaldocumentsincludingvalidIDcard,academicdegreecertificatesorrelevantcertificationsrequiredfortheposition,publishedpapers,researchachievementstranscripts,academicrecordsandhonorcertificates.In-servicestaffofgovernmentdepartmentsandpublicinstitutionsmustsubmitapprovaldocumentsissuedbytheiraffiliatedauthorities.

七、专业测试ProfessionalAssessment

Theprofessionalassessmentconsistsofinterview,lecturedemonstrationandacademicachievementevaluation.Qualifiedapplicantswillentertheprofessionalassessmentsessionwithspecificcontentsandrequirementsasfollows:
1.Interview:Focusonassessingapplicants'professionalbasicknowledge,personalstrengths,communicationskills,adaptabilityandothercomprehensivequalities.
2.LectureDemonstration:Focusonassessingapplicants'basicteachingabilities,includingteachinggoalachievement,teachingcontentmastery,teachingmethodapplicationandteachingeffectiveness.
3.AcademicAchievementEvaluation:Focusonassessingapplicants'academiccompetenceandscientificresearchpotential.
(二)考官组成ExaminerPanel
ProfessionaltestsarejointlyorganizedandconductedbyemployingcollegesandtheHumanResourcesOffice.Aseven-memberassessmentpanelwillbesetup,withexternalexpertsaccountingformorethanhalfofthetotalpanelmembers.
(三)成绩合成ScoringCriteria
Thetotalassessmentscoreiscalculatedona100-pointscale,including30%forinterview,30%forlecturedemonstrationand40%foracademicachievementevaluation.Candidateswithatotalscorebelow70pointsarenoteligibleforphysicalexaminationandbackgroundcheck.Aftertheassessment,candidatesforphysicalexaminationandbackgroundcheckwillbedeterminedina1:1ratio.
八、体检考察PhysicalExaminationandBackgroundCheck
PhysicalexaminationsshallbeconductedinaccordancewithrelevantregulationsincludingCircularonRevisingGeneralPhysicalExaminationStandardsforCivilServantRecruitment(Trial)andOperatingManualforPhysicalExaminationofCivilServantRecruitment(Trial)(MOHRSS〔2016〕No.140),CircularonAdjustingInspectionStandardsforPhysicalExaminationItemsofCivilServantRecruitment(ZTB〔2025〕No.28),andCircularonFurtherStandardizingPhysicalExaminationforPublicRecruitmentofStaffinPublicInstitutionsacrossAnhuiProvince(AHRSB〔2013〕No.208).TheunifiedPhysicalExaminationFormforPublicRecruitmentofStaffinAnhuiPublicInstitutionsshallbeadopted.Candidatesfailingthephysicalexaminationwillnotbeemployed.
Thebackgroundcheckprioritizespoliticalstandards,comprehensivelyevaluatingcandidates'politicalquality,moralconduct,professionalcompetence,law-abidingawareness,integrity,mentalhealthandpositionadaptability,andverifyingtheirapplicationqualifications,authenticityofsubmittedmaterialsandrecusalsituations.
InaccordancewiththeguidelinesoftheImplementationOpinionsonAcceleratingtheConstructionofCreditSupervision,WarningandPunishmentMechanismsforDishonestPersonsSubjecttoEnforcement(WanBanFa〔2017〕No.24),candidatesstilllistedasdishonestpersonssubjecttoenforcementuponcompletionofinspectionshallbedeemedunqualified.
九、拟聘公示Pre-employmentPublicAnnouncement
Thelistofcandidateswhopassbothphysicalexaminationandbackgroundcheckwillbepublicizedontheuniversity'sofficialwebsitefor5workingdays.
十、签约聘用ContractSigningandEmployment
CandidateswithnoobjectionsafterthepublicannouncementwillgothroughemploymentproceduresattheAnhuiProvincialDepartmentofHumanResourcesandSocialSecurityinaccordancewithregulations.ThosewhoviolaterecruitmentrulesorfailtoobtainrequiredacademiccertificatesbeforeDecember31,2026,willbedisqualifiedfromemployment.
InaccordancewiththeRegulationsonPersonnelManagementinPublicInstitutions,theuniversitywillsignofficialemploymentcontractswithrecruitedtalents.Aprobationperiodisapplicablefornewstaff,whichisincludedinthecontractterm.Thosewhopasstheprobationassessmentwillbeformallyemployed;otherwise,theemploymentwillbeterminated.
